Políticas públicas para la protección ante la radiación solar y alto índice ultravioleta en el Municipio Maracaibo: Un análisis basado en monitoreo real

Resumen
Este estudio fundamenta políticas públicas para Maracaibo destinadas a mitigar los riesgos sanitarios asociados a la alta radiación solar. Se analiza el comportamiento del Índice Ultravioleta (IUV) mediante datos empíricos de la estación Meteo Urbe 1 durante febrero de 2024. La investigación combina un análisis cuantitativo descriptivo-correlacional con una revisión de políticas comparadas y un marco teórico que incluye políticas basadas en evidencia, teoría de la elección pública y gobernanza multinivel. Los resultados mostraron valores de IUV extremadamente altos, con un máximo de 12.3, clasificado como "riesgo extremo" por la OMS. Un modelo de regresión no lineal (Random Forest) con R² = 0.85 identificó la radiación solar, la temperatura y la altura de la base de nubes como predictores significativos. Estos hallazgos subrayan la necesidad urgente de implementar las políticas propuestas, que incluyen medidas de infraestructura urbana de sombra, campañas educativas, sistemas de alerta temprana y regulación de horarios. La participación local y el compromiso institucional son ejes fundamentales para el éxito de dichas políticas.
